Abstract/Summary:
Background:Public health emergencies refers to the phenomena that serious infection diseases occur suddenly, causing or threatening to cause serious harm to the health of the public, some unknown diseases in human groups, food and occupational poisoning and other serious events that affect health. The main features of public health emergencies are its sudden, unknown and rapid occurrence and progress, directly related to public health, economic development and social stability. Therefore, to strengthen and improve the collection and analysis of the information in time has significance role in protecting people's lives and health and safety, maintaining social stability and economic development.The establishment of " public health emergency information report and management system" provided a broad space of application and platform for public health emergencies report, but how to effectively use the system to carry out the work on the actual control of the disease is still a need to resolve. Around domestic and international, only a little research on this yet, the research on the network system of reporting for public health emergencies needs urgently.Nanyang city located in central China, a large population, undeveloped economy, the tasks on public health emergencies control relatively are heavy. But the Data has not yet been analyzed since the using of public health emergencies reporting network system, so it is necessary to analysis the situation of this city on the network report of public health emergency.Objective:To analyze the epidemiological features of public health emergencies reported from 2004 to 2008 in Nanyang, evaluate the status of public health emergencies reporting , and analyze the impact factors, so as to provide scientific basis for prevention and control of public health emergencies.Methods:The descriptive epidemiological analysis is performed based on public health emergencies reported in Nanyang from 2004 to 2008. On this base, we also use the ways of a variety of different types of public health emergency for the typical case study sample, using a questionnaire survey, group discussions and access to relevant information.Results:41 public health emergencies were reported in Nanyang from 2004 to 2008. The caseswere 1100,the death were 18.The rate of infectious disease emergencies accounted for97.56%.Two peaks of public health emergencies are in April to June and August toOctober.The public health emergency in village and in city was 82.93% and14.63%.The public health emergency in school was 56.10%.Public health emergencies report network has greatly improved thetimeliness,integrity, accuracy of the public health emergencies in the past 5 years. Thegeneral assessment index of public health emergencies report is 0.6632.The major primary finders of public health emergencies are within health system. Thefirst agency is hospital, outpatient services and emergency treatment doctors play animportant role. The second agency is the Center for Disease Control andPrevention,screening staff and check the reported card.The major factors affecting the quality of public health emergencies are insufficientfund and staff,large work and low incomes.Conclusion:1.The prevention and control for the key crowd and seasons should be strengthened,simultaneously the monitoring and reporting work should be standardized to warrant in-time epidemic reporting to improve the direct network report.2. The city public health emergency information report and management system runs well, the quality of the network report public health emergencies is good, and it has greatly improved on timeliness in the past 5 years.3. Suggest the government to increase the funding for disease treatment, the staff salaries, increase the management on the system to establish a good foundation for the prevention and control.
