Research On Perfecting The Financing System Of The New Rural Cooperative Medical System

Rural Cooperative Medical System (CMS) is the basic medical security in Chinese rural area. CMS is helpful for meeting the demands of basic medical care, raising the healthy conditions and alleviating disease burden for the rural dwellers. However, CMS experienced windy developing course. The problem of financing had been preventing the development of CMS all the time. Unreasonable financing system led to the collapse of traditional CMS. Historical experiences prove that the key of keeping a sustainable healthy development of the CMS lies in a stability financing system. But now, New-style Rural Cooperative Medical System is trapped by the faulty of financing system. Therefore, the research on fund raising system of New Rural Cooperative Medical System which adapts the economic development level and economic sustainability of farmers is a current important task, is also the basic problem for New Rural Cooperative Medical System to be established and perfected.The thesis first reviews the Traditional Rural Cooperative Medical System and the fund raising development process, analyzes the reasons for the failure, proposed the basic principle that the new rural cooperative medical fund raising system should follow. This is followed by analyzing the problems of the current financing system of the New Cooperative Medical System through using the principles of government leading, equity, such as results and by the full and accurate statistical data. Finally, combines the theoretical analysis, and bases on our country reality, puts forward the consummation new rural cooperatives medical service fund raising system's policy proposal.
