Prevention of AIDS is an important mission for almost every government in the world. In the prevention of AIDS, human resources buildings are the key point to enact polices and achieve the goals of AIDS control and prevention. Jilin province belongs to one of the low AIDS epidemic areas in China, but prevalence of HIV/AIDS increases rapidly in recent years, which has made the AIDS prevention become an arduous task. With the prevention work in full swing, the workload for AIDS prevention shows enormous growth and the task difficulty appears to be more prominent than before. Problems of human resources for AIDS prevention, such as insufficient labors and inadequate human resources configuration, are gradual exposed. So, in order to support and improve the AIDS prevention in Jilin province, it's greatly important to study the characteristics of human resources for AIDS prevention and matched strategies for human resources configuration in agencies for diseases control and prevention in Jilin province.ObjectiveTo explore the basic conditions, characteristics of human resources for AIDS prevention in agencies for diseases control and prevention in Jilin province and to find out the situations and the needs for their training on AIDS related knowledge. So that to make a scientific and suitable suggestion for policy making on human resources configuration for AIDS prevention and improving the abilities levels of the staff; and to provide a scientific basis to allocate a high-quality group for AIDS prevention to conform to the new situation and task.MethodsFrom July to September in 2007, self-designed questionnaires were used to collected information of work staff who worked at the AIDS prevention in all levels of the agencies for diseases control and prevention in Jilin province. Information were included age, gender, education, professional title, background, job which engaged in at present, work role, average work time per week, workload, degree of satisfaction on the woke of AIDS prevention, history of training, needs for training and the training style, work payment, and knowledge on AIDS epidemic and related policies. All questionnaires were checked. Telephone interview was used to find out the missed information on any questionnaires. EPID ATA3.1 software was used to record qualified information. SPSS 12.0 software was used to calculate absolute number, mean, proportion of every variable. Chi-square test was used to calculate the differences between groups. Lorenz curve and Gini Coefficient were used to analyze the fairness of the distribution of human resources.Results(1) There were 280 people who worked on the AIDS prevention in the agencies for diseases control and prevention in Jilin province. 269 people completed the questionnaires, which included 51 work staff who worked on the municipal level or province level and 218 on the country level or district level. The respond rate was 96.1%. The average age was 40.59 years old, and the male-to-female sex ratio was 1:1.6. Education level for participant was 29.7% bachelor degree or above. 90.7% were with the background of medicine. 17.1% were with the professional title with professorship or associate professorship. 45.4% worked on AIDS prevention were less than five years. 224 participants were within the quota, accounting for 90.7%. There was significantly difference in the education level between those who worked on the municipal level or province level and those who worked on the country level or district level(χ2=12.181,P=0.010). There were no significantly differences on gender, ethnic, professional title, background with the highest educational degree, specialized professional situation, fixed number of years worked on AIDS prevention and whether within the quota (P>0.05).(2) Cini Coefficient was 0.0397 which was calculated with the amount of human resources for the AIDS prevention in all agencies for diseases control and prevention in Jilin province in 2009. Lorenz curve showed that the distribution curve were close to the fairness curve.(3) 40.9% of participants worked more than 40 hours per week, and 29.7% always worked overtime. There was significantly difference in the frequency of work overtime between those who worked on the municipal level or province level and those who worked on the country level or district level(χ2=13.119,P=0.001). 70.2% of participants felt heavy caseload. There was no significantly difference in the workload between those who worked on the municipal level or province level and those who worked on the country level or district level(χ2=3.098,P=0.212). Rank the order of work difficulties in the frequency was under pay (58.7%), heavy workload (45.4%), difficult to coordinate (24.9%), unavailable of support to perform work (16.7%), heavy psychological pressure (16.4%), lack of relate knowledge and skill (13.8%) and unclear of job responsible (8.2%).(4) 58.3% of participants showed positive satisfaction ("very satisfied with"and"satisfied with") with the current work. There was no significantly difference in the degree of satisfaction with current job between those who worked on the municipal level or province level and those who worked on the country level or district level(χ2=6.514,P=0.131).(5) 17.1% of participants were paid less than 10,000 RMB per year in 2008, while 76.6% were paid between 10,000 and 30,000 RMB; only 6.3% were paid more than 30,000 RMB. There was significantly difference in the payment per year between those who worked on the municipal level or province level and those who worked on the country level or district level(χ2=10.445,P=0.008).(6) Rates for those who knew the AIDS epidemic situation in China and number with HIV infection or AIDS to the date of 2008 in Jilin province were 81.0% and 82.2%, respectively. 99.6% were believed themselves to be familiar with"Fore Free and One Care"policy. 89.6% were believed themselves to be familiar with AIDS related knowledge. 91.1% could give correct answers to the time which AIDS prevention related Regulations performed. There was significantly difference in the knowledge learned on AIDS between those who worked on the municipal level or province level and those who worked on the country level or district leve(lχ2=4.816,P=0.028). There were no significantly differences in the knowledge learned on AIDS epidemic in Jilin province,"Fore Free and One Care"policy, and the time which AIDS prevention related Regulations performed between those who worked on the municipal level or province level and those who worked on the country level or district level(P>0.05).(7) Among all the participants, 258 had been trained. And 193 people had taken part in the training for more than three times, which accounted for 74.8%. There was no significantly difference in the training proportion between those who worked on the municipal level or province level and those who worked on the country level or district level(χ2=1.551,P=0.213). There were 258 participants who considered them to be trained, accounted for 95.9%. There was no significantly difference in the needs of training between those who worked on the municipal level or province level and those who worked on the country level or district level(χ2=1.234,P=0.267).ConclusionIt was short of quantity in the workforce of AIDS prevention in the agencies for diseases control and prevention in Jilin province, but it was fair for the distribution. Low education level, low professional title, heavy workload, low pay, and negative satisfaction with current job were main problem of the human resources for AIDS prevention. AIDS related knowledge and knowledge of HIV/AIDS epidemic situation should be improved among those who worked in the country level or district level of AIDS prevention workplaces. Strong training requirements were needed. The results showed that AIDS prevention related trainings should be performed to the work staff and human resources configuration should be improved. Education level and payment should be raised; quota system should be improved to replenish high qualified work power and to appoint workers without the quota reasonable. Human resources should be integrated effectively in multiple aspects, so that to improve comprehensive strength of the AIDS prevention in Jilin province completely and elevate the executive ability of the AIDS prevention work team.
