Study On The Perfection Of Rural Medical Security System In China

Health is the basic elements of people's livelihood, with the acceleration of global industrialization progress, western countries have established a medical security system for their people in the form of legislation. China is a socialist country, and there are clearly provisions on the protection of citizens' basic health right in Constitution, citizens of The People's Republic of China have the right of gaining material assistance from the state and society when they are old, illness and loss of work ability. In other words, both the farmers and urban residents have the right of accession to basic health rights regardless of their economic and social status. However, China's urban and rural residents are not equal in enjoying the basic health rights, the long-term dual economic structure made a "high-welfare" health insurance of urban residents along with almost a blank situation of rural residents.In the planned economy period, farmers created the traditional rural cooperative medical system on their own, but with the transition of system, they fell back to the self-financed medical group. In the market economy environment, farmers become the vulnerable group of society who confront with dual risk and have a weak ability of disease resistance. In order to solve the gaps of rural medical insurance and ease the problems of farmers' impoverishment by hospitalization, the state proposed the experimental work of new rural cooperative medical system. As the main form of our country's current rural medical security system, the new rural cooperative medical system will inevitably encounter some difficulties and setbacks, so it is worthy of the study on how to improve the rural medical security system better and maintain the basic health rights of the farmers.Study on improving the medical security system in rural areas of China is carried out in this paper, and systematical analysis and research of the medical security system in rural areas is conducted by historical clue. Firstly, an overview of the development process of the traditional rural cooperative medical system is introduced, including its reconstruction, the background of the transition of traditional rural cooperative medical system to new rural cooperative medical system is pointed out on the basis of the analysis of reasons of its rise and fall. Secondly, the content and features of the new rural cooperative medical system are emphatically introduced, meanwhile, its achievements are affirmed and its main problems in the experimental course are also pointed out. Thirdly, concrete analysis of concrete conditions, the author concretely analyzes the main problems existed in the experimental process of the new rural cooperative medical system in Jiyang county through the follow-up investigations of its development situation. Finally, the author proposes the strategies and measures of improving the rural medical security system based on the main problems existed in its experimental and popularity process. The author also expresses the best wishes for rural medical security system in the conclusion.It is not only the basic requirement of establishing a socialist harmonious society but also a livelihood project of making up for gaps in medical care in rural areas to improve the rural medical security system, so we should be cautious. The author conducted a comprehensive analysis of the rural medical security system, while combination of the rural medical security's universality and particularity; selected a typical case of the rural medical security, made a specific analysis of it in order to better improve the rural medical security system and better services for farmers brothers.
