The Informationization Management Of The New Rural Cooperative Medical System And Business Process Reengineering

It has been 7 years for the development of New Rural Cooperative Medical System (NCMS) in China since 2003.Up until now, NCMS has achieved remarkable success on reducing the peasant's medical economic burden, improving public health services utilization and rural medical healthcare quality, it also helps peasants to ease their poverty and suffering from medical crisis and promoting the continuing development and reformation on healthcare industry in rural areas. Compared with urban healthcare system, the NCMS still stands more structural inconsistency, for its dual social security system caused by the separation structure between towns and villages. With rural economy developing rapidly, the peasants' demand is also improving on medical care also improved accordingly. However, the problems on functioning NCMS such as complicated reimbursement procedures, excessive residual fund, management confusion, unreasonable health care resources and the lagging of its supporting system, have restricted its sustainable development and could hardly meet our peasants' medical care needs. Besides the imperfection of NCMS its own self, which lacks of sound Management mechanism and extensive management mode becomes the fundamental reasons. Therefore, we should focus on enhancing the NCMS management level and ensuring its operation smoothly. This article studies the informationization management of NCMS, with the guidance of its business process, combining Management Science, Social Security, Economics and Information Technology, so as to analysis the current situation of NCMS management. It also points out the NCMS Management Information System should become an important technique based on the Network Information Platform, together with the Strengthening government investment and qualified personnel, to build up a healthier Medical System and to improve its management standard.
