Completing The National Essential Drug Systerm To Promote Rational Drug Use

At the end of1970s, the World Health Organization Essential Medicines Committee (WHO / DAP) had supported those countries which were propelling the work of rational use of drugs and using the national drug policies.In 1985, the World Health Organization (WHO) had extended the concept of essential drugs in the meeting in Nairobi,which is carried by the experts who were supporting the rational using drugs. And this meeting marketd the new date of the combination of the rational using drugs and essential drugs were coming, which concerned the core of rational use of drugs in essential drugs policy, declared the core of rational use of drugs is to formulate and implementate the essential drugs. In 1989, the rational use of drugs international networks (INRUD) was proclaimed. This organization and the WHO / DAP were closely intacted to develop the organic combination of the two studies which considered the implementation of the essential drug policy as an important indicator to using drugs rationally, and all of these can mark the beginning of the two one`s conjunction.The national essential drug system in our country can back to 1979, but the implementation of its results were not satisfactory. This result maybe owing to the lack of strength and support means to implement. National Essential Drug System was not only failed to prompt, but nearly obstruct as a negative effects to the rational use of drugs.August 2009, the Ministry of Health, Development and Reform Commission issued nine ministries and commissions on " the views on establishing the national essential drug system ", and this marked the openning work of the systerm. However, what was the effect upon the systerm related to using drug rationally in the old days? If the irrational phenomena is serious in using drugs, and what we can do in the future to improve and promote the systerm and the rational use of drugs are problems.This paper is around these issues to discuss. First, the article will introduce the irrational phenomena and reasons in using drugs.system, as well as national essential drug.Next, to analyze the progress of the implementation, the effect on the rational use of drugs and to introduce the advanced experience of the two subjects overseas. Finally, to put forword the views and suggestions to improve the two ones. And specific recommendations are as follows:1,To speed up the legislative building of the national essential drug system, and to improve the security system;2,To strengthe the leadingship of the national essential drug system, and to coordinate the partments relationship;3,To guarantee the construction of the national essential drug system, and to improve the basic medical conditions;4,To guarantee the leading role of " National Essential Drug List", and to improve the directory;5,To exert the main role of using essential drugs, and to promote the rational use of drugs;6,To carry out propaganda works for essential drug system ,and to popularize the concept of rational use of drugs.
