The Comparison Of Health Care Classification From The Aspect Of Providers

The health care industry is an important part of our national economic statistics system. In recent years, the research of health care has become a hotpot with the implementation of the policy of medical and healthcare. Scholars focus on cost-accounting, hospital reform and management, public health development and policy research, medical security etc. But the study of classification is almost vacant.The health care industry is a special industry and use ISIC classification system for accounting. However, ISIC can not meet the development of health care. So making a comprehensive and systematic classification system is very important. On one hand, nearly three decades of medical industry classification system exploration and practice need summary from theory to practice and content. On the other hand, among each version of ISIC, the ICHA of SHA, and NHA of China need modify.Due to the particularity of health services, there are involving health supplier, patients and financing. Therefore we can make classification from three dimensions. But considering the patients are in the affiliate status, either the financing institutions are contacting with patients indirectly, so the providers are the key of research. This paper would make the research from the providers of the health of goods and service to study and classify the health care industry. The specific content of this article as follows:ChapterⅠis the introduction. To begin with the research background, research purpose and significance, it presents innovations of this article, pointing out the limitations of the study.ChapterⅡdescribes theory research of health care. Firstly, it introduces the object of study.Secondly, it introduces the preliminary comparison of ISIC and ICHA.ChapterⅢto ChapterⅤis the core of this paper. They study the two systems from three aspects. ChapterⅢdefined the boundary of the two classification systems. By comparing the boundary, we know the expanded content of ICHA-HP. ChapterⅣcompares the structure of the two classification systems. The differences of classification results the distinction of details and framework. Compared with the ISIC Rev.3, ICHA—HP has increased the divisions, groups and classes and adjusted the level of classification.ChapterⅤprovides different details on the contents of the two classification systems. While the ICHA-HP is formulated on the basis of ISIC Rev.3 with the similar basis and principles, but there are differences of content as the differences in scope and structure. Chapter V shows the added and adjusted classification.ChapterⅥobtains the enlightenment from providers for our health care industry. It bases on our NHA and uses the framework of ICHA—HP to formulate a modification classification system. According to the conditions of our country to use the classification flexibly and account the value of industry. At last, the author thinks the difficulty and challenges in practice.
