A Research On The Social Function Of A Public Hospital Under The Condition Of Socialist Market Economy

As the development of economic society, there's a trend for public hospitals to over focus on pursuing marketization and economic interests during the process of health care reform, while ignoring the its social responsibilities and functions, making its public properties dilute, social functions missing, and a lot of situations existing which are uncoordinated with the development of public health. Thus insisting on the social functions of public hospitals, constructing systems of social functions of public hospitals, and searching for a way of scientific development of public hospitals is a big problem we are confronting with, the way which is not only in accordance with the conditions of our primary stage of socialism, but also adapt to the requirements of the development of market economy of socialism with Chinese characteristics; Which can not only promote the development of public hospitals, but also satisfy the needs of the people enjoy basic health care services of high qualities and low prices; Which has services and responsibilities, competition and vigor. Therefore, it is of great significance to perfect the systems of social medical insurance by studying the social functions of public hospitals.This paper analyzed the social functions and responsibilities of public hospitals in the new era, studied the social policies of public hospitals in different economic stages, investigated the experiences and inspirations of establishing public hospitals within developed countries in the west, and raised the concepts of social functions and responsibilities of public hospitals under the conditions of market economy of socialism. We concluded the causes of the diluting of social functions of public hospitals by analyzing the problems public hospitals confronting with during development, and the distance between actual behaviors and social functions. Then we proposed the systems of establishing and perfecting input compensation, the price charged, management, social benefit assessment, supervision, rewards and punishments and so on, the ways of strengthen the relationship of government-led and market mechanism, for the sake of promoting the social functions and benefits of public hospitals.
