"Eleventh Five-Year" Progress Assessment On Community Health Services In Kunshan City

ObjectiveTo understand the current situation and the developing progress of community health services during the period of "Eleventh Five-Year Plan" in Kunshan City, to summarize the achievements which has made, to find out reasons which constrained the targets realization of community health services development, to raise the suggestions to make the "Twelfth Five-Year Plan " of community health services development in Kunshan City.MethodsThrough the methods of questionnaire survey and document collection the current situstion of community health services in Kunshan City has been understanded. The achievements of community health services development during the period of "Eleventh Five-Year Plan" has been evaluated by the comparison with the targets of "Eleventh Five-Year Plan". And the problems and gaps of community health services development has been analyzed.Self-designed questionnaire, investigate the residents of the community health services. By Epidata 3.0 software, using Stata software, data on income Logistic univariate and multivariate analysis to understand the residents of the community health service satisfaction and its influencing factors.Organize relevant departments, town, community leaders in charge of health services and community health service staffs of four focus group discussions, Depth the development of community health services achievements, problems and their causes, the main lessons learned and development strategy since "Eleventh Five-Year" in Kunshan City.ResultsCompared to "Tenth Five-Year " period,The "Eleventh Five-Year" community health service has made positive progress in Kunshan City:(1) standardized the total number of community health services increased by 106, growth rate of 189%; (2) community health the total number of service personnel, the number of health technicians and staff of statutory qualifications increased by 83%,73% and 156%; (3) has established a community public health services in government purchases, community drug government subsidies, community services and general team responsibilities physician system; (4) community health services "six in one" features the initial implementation, the number of services, service quality were significantly improved; (5) effectiveness of community health services gradually emerging, community health services in 2009 completed 53% of the city's emergency door visits, Times are prescription costs are 56.13% of township hospitals, municipal hospitals, 35.32%, Residents'satisfaction of the community health service is over 70%.Contrast the "Eleventh Five-Year" community health services development objectives, there are still some problems:(1) built-up areas in cities slow progress in institution-building, Yushan Town, only 40% of the objectives to complete, the development zone, only 50% of the objectives to complete, (2) the total community health workers is a large gap, structure is irrational, education is generally low, the senior professional titles proportion of low; (3) community health services still lags behind in management, community consultation and the first such two-way referral mechanism has not yet effectively established.SuggestionsFirst, Improve security measures related to community health services; Second, Accelerate the improvement of built-up area of community health service network; Third, Optimize the structure of community health services team; Fourth, Improve management effectiveness in community health services; Fifth, Operational mechanisms of reform for the healthy development of community health services; Sixth, Strengthen social marketing, improve community health services' awareness and participation.
