Research On The New Shenzhen Health Care Reform Program

According to the Opinions of the CPC Central Committee and the State Council on Deepening the Health Care System Reform and Implementation Plan for the Recent Priorities of the Health Care System Reform (2009-2011),the Chinese health care reform has been into a new period , many municipal governments have their own health care reform programs . Shenzhen ,as the most famous special economy region of China , also bulids its unique program on health care reform .The paper choose Shenzhen health care reform program as the research object that the program has made a big progress of the whole condition of health care in Shenzhen , especially in accelerating the establishment of the basic medical security system ,perfecting the system of health care services at grass-roots levels , promoting the gradual equalization of basic public health services and pushing forward pilot projects for public hospital reform . The paper has made a objective evaluation of the new reform program and analysed some reasons of problems in actually operations , such as Children Health Insurance in community health centers , the sense of mutual aid in personal account of health insurance and the moral hazard of health insurance .
