| Hospital reform is an eseential part of Chinese medical system reformation nowadays. Huxiang Chinese Medicine Tumour Hospital, as a professional cancer hospital which was renamed from Yuelu District People's Hospital in the made-managed way, has greatly improved the operating conditions of the hospital through such a reformation. The problems, however, which arised by the old state system have become increasing prominent, and thus hospital's institution-reformation is imperative.Based on the theoretical study of enterprise property right system reform and restructuring of public hospitals, this paper designs a reform program combining the external background and internal environment of Huxiang Chinese Medicine Tumour Hospital. The program includes some key issues, such as objectives and principles of reform, choice of new hospital type, capital stock establishment, personnel placement, assets disposal, etc. At the same time, the implementation organization, procedure, difficulties and solutions of the reform program are analysed and conceived.In this paper, the reform of Huxiang Chinese Medicine Tumour Hospital is thought to be another effective exploration of restructuring of public hospitals. It will have far-reaching positive impact on itself, and play the role of guidance and reference to other hospitals domestic. |
