Our performance management of hospitals was built and developed with the national economic system and health system reform. The state councilspecified, the key point and difficult point of medical and health care system reform is the public hospital reforms. As the carrier of medical service, public hospitals have to face the reforms of health care system and medical insurance, and the competition and challenges of all kinds of medical institutions. The managers of public hospitals desiderate to standardize the hospital management, fully arouse the staff's enthusiasm, increase the operating efficiency and enhance the competitiveness of the hospital to realize the comprehensive, coordinated and sustainable development of public hospitals by building a scientific performance management system.This paper focus on the questions in our performance management of public hospitals, such as the separation between the strategy of development and the objectives, the inadequate implement of the public welfare principle, much more stress on financial indicators and the short-term benefits, the separation between the performance management and medical staff's concepts and actioins, taking the T Hospital fo example, research on public hospital's performance management. This research will offer reference to evaluate the management of public hospitals, carry out strategic management, improve the process and establish suitable management system. Building the public hospitals performance management system based on the balanced scorecard(BSC) will highlight the social responsibility, unite the medical, teaching, research and prevention functions in the BSC system, convert the medical and safety goals into measurable performance indicators and the coordination of strategies and activities.
