ObjectivesThrough the theoretical analysis of the definition of stakeholders of scholars at homeand aboard, the connotation of the stakeholders of public hospital was induced. Thestakeholders of public hospital were confirmed by Delphi Method. And the interests claimsof stakeholders of public hospital were studied so as to public hospital can give promptattention and corresponding satisfaction.MethodsThe stakeholders of public hospital were tentatively proposed through the brainstormingmethod and literature research. On this basis, the expert consultation scale was developedby using the mitchell score-based approach for reference. The stakeholders of publichospital were confirmed through two rounds expert consultation and classified according toexpert grading on three dimensions of power, legitimacy, urgency. Interests claims of thestakeholders of public hospital were studied throught questionnaire survey. Expertconsultation results and spot investigation data were analyzed with statistic method.Results1. The stakeholders of public hospital are classified into three categories: corestakeholders, potential stakeholders and marginal stakeholders.2. The interests claims of health administration departments include: good hospitalimage, counterpart assistance and two-way referral, democratic management, carrying outscientific research and teaching activities, carrying out public health services, the use offunds and management style building, publication of medical information, the provision ofmedical services and compliance with access management. And the concern degree of theabove interests claims of health administration departments are thought to increase one by one.3. The interests claims of food and drug administration include: compliance with accessmanagement, storage and maintenance management of pharmaceuticals and medicalequipment, sound organizational structure and qualified personnel, use management ofmedicines and medical equipment, procurement and acceptance management medicine andmedical equipment. And the concern degree of the above interests claims of food and drugadministration are thought to increase one by one.4. The interests claims of insurance institutions include: sound medical insuranceinformation management system, sound medical insurance management organizations,policy propaganda of medical insurance, drug use management, cooperation with theinsurance institutions, medical cost control, compliance with rules and regulations ofmedical insurance. And the concern degree of the above interests claims of insuranceinstitutions are thought to increase one by one.5. The interests claims of patients include: ancillary services, good hospital image,medical non-technical services, medical information publicity and reasonable costs,medical technical service. And the concern degree of the above interests claims of patientsare thought to increase one by one.6. The interests claims of hospital employees include: democratic management, sense ofbelonging, harmonious interpersonal relationships, vast development space, good image ofthe hospital, good working conditions and reasonable salary. And the concern degree of theabove interests claims of hospital employees are thought to increase one by one.7. The interests claims of hospital administrators include: good working conditions,harmonious interpersonal relationships, vast development space, reasonable salary, relationscoordination of external and internal, hospital benign operation, hospital sustainabledevelopment, internal management. And the concern degree of the above interests claims ofhospital administrators are thought to increase one by one.Conclusion1. Each group of the stakeholders of public hospital has specific interests claims and theconcern degrees of various interests claims of the stakeholders are different.2. The interests claims of the stakeholders should be overall balanced by public hospital. Appropriate stakeholder management strategy should be taken for different types ofstakeholders.3. Stakeholder relationship marketing should be carried out and long-term cooperativerelations should be established and strengthened by public hospital, in order to achieve theinterests claims of various stakeholders and maintain long-term satisfactory relationshipwith the stakeholders.4. Stakeholders governance mechanism should be explored in public hospital in order toensure the maximization of the overall interests of the stakeholders.
