Changing the situation that the major hospitals are overcrowded with patients but the little Hospitals have few ones. Truly realize the "minor illness go into the community, serious illness go to the hospital and rehabilitation return to the community" in a virtuous circle. On the basis of that, we could establish an organized health care environment. According to Marx's analysis of system theory, the system is a unit that interrelated and interacts with a number of elements. The dual referral is one of the aspects of China's health care system. The success of dual referral is closely related to our health care system.This thesis summed up the deficiencies in related to health system through the in-depth analysis of the dual referral definition and situation. According to the deficiencies of our health care system and the visiting summary of Japan and Sweden, we could come up with some effective proposals to China's dual referral.Methods:The study collects information by literature,interview and visiting. Base on the situation of China's dual referral and comparison with Japan and Sweden's dual referral, We could use stakeholder,SWOT analysis to analyze the background conditions of China's dual referral.Conclusion The conclusion of the study was summarized as the following five aspects.1,Establish and improve medical insurance system to strength the effect on dual referral. In the premise of medical insurance coverage the administrative could enhance the capacity to medical activities. On this basis the government could supervise the situation of medical institutions at all levels. Supervise and guide the China's dual referral in a rationality and convenience way.2,The government health care administrative authorities issued a corresponding policy measures to promote the medical institutions. First of all, increasing the investment in primary health care and strength the competition ability of health care institutions. Using health care reimbursement system. The lever of price and other measures to guide ordinary people choosing the suitable medical activities. Finally, construct the three level medical institutions into a whole unit.4,Establish the medical group gradually. The operation of dual referral must be suitable for the situation of this region. The process should establish in the premise of development of three level institutions. Each regions and health care administrative authorities should establish a systematic and operational authority mode of operation gradually. On the other hand, strength media advertising to make patient clearly understand the process,benefit and services dual referral. Then to make sure that people could enjoy the services of community health care and accept dual referral easily.5,Establishment of standardized dual referral system.In order to run the dual referral in a systematic and comprehensive way, we need to establish a set of comprehensive and specific system. First of all, classify all the diseases and set up a standardize plan. Secondly, establish the criteria of dual referral.
