Rapid Assessment Of Earthquake Emergency Medical Rescue

With the development of human society, destroy caused by earthquake to the people is increasing rapidly, which often results in a large number of casualties in a short time.China is one of those countries which are strongly affected by the earthquake disaster. To enhance the development of emergency medical rescue and to reduce disaster casualties has now become the most important tasks of disaster medicine.The successful earthquake rescue depends on scientific, reasonable and timely emergency decision. So, the emergency decision must be based on timely and efficient information resources, in order to ensure that the emergency decision-making is scientific and timely, and to help command system to make the best decisions.Based on in-depth study about the theory in earthquake emergency medical rescue, emergency management, emergency assessment, and rapid needs assessments, the present study proposed two new theory,"information support of earthquake emergency medical rescue"and"5R closed-loop model of emergency management",which make the rapid assessment as a fundamental part of emergency management, and form a disaster relief demand-oriented concept. Combing the characteristics and rules of emergency medical rescue, as well as using Delphi method to screen and identify the indicators of the rapid assessment of earthquake emergency medical rescue and the simplified analytical hierarchy process to give the weight of the indicators, we built rapid assessment information index system of earthquake emergency medical rescue. Moreover, we presented an information list of earthquake emergency medical rescue based on integration and order of the similar indexes of three grades, according to their importance and ways to acquire.In the end, based on the present study and the analysis of related materials, we discussed several critical issues about concepts and systems regarding the quick assessment of earthquake emergency medical rescue and according to those related problems several suggestions were proposed—Update the concept, set up emergency medical command center and a professional teams of disaster emergency medical rescue, establish emergency risk assessment mechanisms and effective disaster emergency medical protection mechanism, and promote the development of community medical institutions .These suggestions will do help to the regeneration of the concept of emergency medical rescue, as well as to help set up an integrated and efficient rescue system.
