Along the close international contacts and the exchange of culture between Chinese and western, cooperative learning was accepted and advocated in China. As one of the learning ways advocated by the new curriculum reform, it has been wildly used in China. In this process some problems in cooperative learning appeared. The most heated discussed issue is the inefficient problems. This paper based on the analysis of those inefficient problems. It brings up a view that the well constructed groups can solve the inefficient problems of cooperative learning, and give some suggestions to how to construct groups by systematic analysis of those problems.First of all, this paper arranged and analyzed the internal and external situations of constructing groups in cooperative learning. Then, it analyzed and expanded the inside factors and its structures of cooperative learning groups. At last, this essay advanced some strategies of constructing groups. All study is based on the group dynamics theory, the social interdependence theory, organizational systems theory and the motivation theory. This paper has six parts. The first part is the introduction including the proposing of the problems, the organizing of the relational studies and the thinking way of this study. The second part is the significance of the group constructing including defining some important concepts as well as the significances of cooperative learning and the group constructing. The third part is the theoretical forms of this study including the theoretical basis. The fourth part is the constructions of the dynamic factors inside the cooperative learning groups including the group's dynamic factors, the structures of those factors and the developing of them. The fifth part is the strategies of constructing groups including giving the specific suggestions of group constructions which relying on group norms, group targets and group cohesiveness. The last part is the conclusion.
