At the beginning of the 20th century, the Tibetan living Buddha, the ninth Pancheon erdeni, was forced to enter the mainland of China because of the Tibetan internal contradiction. Meanwhile, in order to rely on Chinese government to put down the rebels, he came to Inner Mongolia with the task of relieving the situation. Thanks to the deep interactions with the Inner Mongolian, he noticed the existing situation in Mongolian region was helpful in his matter. This thesis tries to study the activities in detail 9th Pancheon Erdeni enforced in the Inner Mongolia region so as to show the pancheon activities in Mongolian areas and its influence on R.O.C. government. However, to some extent, those activities reflected R.O.C. government's diplomatic policy in ethnic minority areas. The thesis consists of introduction, main body and the conclusion. The introduction part deals with significance of the study, previous research results, the innovation, historical data and some related instructions. The main body concerns with three chapters. The first chapter clarifies the situation where the ninth pancheon erdeni and the thirteenth Dalai Lama were in as well as the current situation in Inner Mongolia. Through the detailed analysis of the ninth pancheon and the thirteenth Dalai Lama, this thesis expounds the situation in Inner Mongolia under the rule of the Beijing government. The second chapter includes the ninth pancheon's trip to eastern Inner Mongolia, elaborating the influence of the activities on eastern Inner Mongolia. The third chapter concerns with his trip to the western Inner Mongolia, mainly discussing the activities and its deterrence of anti-Tibetan, which shows the diplomatic policy of the government in the ethnic minority areas. The conclusion part summarizes the thesis.
