The Relationship Between Cultural Environment And New York City Crime (1970-2001)

Between 1970s to the middle of 1990s, it's the time for New York City changing its industry structure, service department take place of the manufacturing to be the most important parts in the industry structure, along with the several great economic crisis and New York City fiscal crisis, and the culture environment turning worse, its to be the vital factor to lead the rise of crime rate.Till the middle of the 1990s, New York City finished its industry structure turning, and becoming a postmodern urban city, the increasing employment chance effect the fall of unemployment rates, the Clinton government called on think much of tradition culture, these elements make the urban culture environment better, and its effect the speed and the range of crime's fall seems visiblely.Under this epoch, my paper will divide the time into two parts, the middle of 1990s will be the node, and it indicates the finished of industry structure turning, and it's also the time for the start of the Giuliani municipality. This paper try to use the point of view of urban culture environment to analyze the rise and fall of New York City's crime rate.This paper is divided into three parts, namely introduction, body, and conclusion. The first part is about the theory, the second part and the third part is the main part of the paper.In the first part, its words about the theory analyze of Urban Culture environment and New York City's crime, this chapter outlines the characteristics of the status, this part also will outlines its history characteristics between the years 1970 to 1993.The second part is one part of the body, this part's research time is between 1970 to 1994, there are four mayors from mayor Lindsay to mayor David Dinkins, it is a bad time for the city that there happened several economic crisis and fiscal crisis, but the real reason is the industry structure turning, as a result, the library system, school system and park system facing crisis, city Material Cultural environment turning bad, citizens education and employment becoming worse, citizen's life style was broken.The government lost the legal system building, the race relationship was tensity, citizens lost their confidence to the economic and the security, and the sex release and family mode diversification made several bad effects, all these factors leaded the worse becoming of the city Material Cultural environment and Spiritual Cultural environment, and the violent crime, the organized crime and the juvenile delinquency crime rates rise with the worse condition.The third part is another part of the body, this part use the time between 1994 to 2001, it just the time for the Giuliani municipality, during the time, the city fiscal crisis was in the end, also for the industry structure turning, Mayor Giuliani and his government try hard to beat the crime, the cultural establishments developed, the government enhanced the legal system building, the race relationship turning better, citizens becoming more confidence, the bad effects of the family mode declined, as the result of all these factors made the city Material Cultural environment and Spiritual Cultural environment turning better, the conditions of the city cultural environment played an important role on the turning of the crime rates, the street crime, the organized crime, the juvenile delinquency, and other crime rates declined.The end of this paper is conclution, the paper find in the last three decade, the turning of the Culture environment makes a big pionts effected the rise and fall of the crime rates. And also city Material Cultural environment and Spiritual Cultural environment are closely linked to each other, city Material Cultural environment effects on the economic crime rates, Spiritual Cultural environment has a important role on the effects to the crime rates, but we can't give all the answers to insist its relationship.
