The topic of"the Cosmopolitan and Nationality of Cultural"is accompanied by the worldwide expansion of"capital"and the globalization process of history of"capital"and economic, thus can be said that the expansion of"capital"has brought cultural phenomenon. However, the usual understanding is that the topic is regarded as a priori existence, and simply applying"general"and"particularity", rather than to question closely how the so-called"general"and"particularity"is possible? This article uses"capital"as the lever, which reveals the culture meaning of"capital"and discusses the mechanism of"capital", studying"the Cosmopolitan of Cultural"and"the Nationality of Cultural", outlining the cultural logic of the capital era. This article argues that the essence of the relationship between the"Cosmopolitan"and"Nationality"of Cultural is the unique lifestyle of capital national has covered national culture so as to realize the generalization. To this, the mechanism of"contacts"is needed to introduce to rationality construction, maintaining the true relationship of the"Cosmopolitan"and"Nationality"of Cultural. In this relationship, the Cosmopolitan of Cultural created a hope, direction, platform for cultural communication, and the Nationality of Cultural is the starting point of the cultural life and the source of life. In this context, this article discusses the development of Chinese culture, thinking that based on the full development of market economy, insisting on Marxist cultural leadership, speeding up the pace of reform of Education Modernization, vigorously promoting the communication between different cultural subjects, introducing innovation mechanism and promoting the development of Chinese culture.
