Faced with a huge impact of economic globalization and cultural diversity, many cultures have been gradually "assimilation" .As one of the China's non-substance cultural heritage, Shui-Character is another kind of survival pictograph except the"Dongba", it is recording the astronomy,geography,religion,cultural information of Shui Ethnic Group, transmissing for thousands of years in folk tradition with much difficulty and mystery. suffering from the cultural, non-substance cultural heritage will not escape from the death if it only depends the protective aids from the government and society.Protecting the transmission of cultural heritage must seek the best combination of economic and cultural point, take the road of industrialization which can have the greatest economic and social benefits. Still, we first need change the way of private study and transmission into the economic form accroding the market working ,then take the advantages of resources under the unity and produce the benefits .Only in this way can non-substance heritage adapt to the new development and seek the self-developing road.The writer comparing study of Naxi Dongba Culture in Lijiang Yunnan proposed that the Qiannan should be government-led, scientific planning, through Multiple channels and multiple forms of publicity, develop tourism industry as the carrier, led the development of related cultural industries, so that the culture of the Shui-Character can be protected on the road of industrial development. Shui-Character not only can protect the Shui Ethnic Group culture ,but also can help the development of society,econony and culture in Shui Ethnic area.
