Fu Zhenlun is a great master whose study stretches across the traditional and modern local records. Ever since 1920s, he has been involved in the local records circle, and has hosted and participated in the compilation of four local records books as Xinhe County Records, Hebei Local Records, Peking Local Records, and Beibei Local Records. Meanwhile, he compiles China's General Theory of Local Records. After the founding of new China, Fu Zhenlun continues to engage in the research and compilation of records. He has successively published many books such as China's Local Records, Selected Treatise from Fu Zhenlun on Local Records, The Collections of Fu Zhenlun, Chinese Treatise on Local Records and more than 200 relevant papers. He also participates personally in and guides the first round compilation of local records of new China. Just for his great achievements, he has become a great master with rich experience in compiling old and new records and outstanding theoretical attainment. This paper is divided into four parts:The first part is about Fu Zhenlun's life and his academic achievement, in which it summarizes his life course, academic career and extraordinary academic achievements he has achieved.The second part is the research about Fu Zhenlun's local chronicle thoughts in the period of Republic of China and makes a comprehensive summary of Fu Zhenlun's local chronicle thoughts from the following aspects: its basic theories including the nature and function of local chronicle, its history and compilation. The Republic of China era is a critical period not only for the development of the local chronicles, but also for the formation of Fu Zhenlun's local chronicles theory. Through this research, we can make a better understanding about the background of the formation of his local chronicles thought, and the contradiction it has showed affected by the times.The third part is the research about Fu Zhenlun's local chronicles thought after the founding of new China, during which Fu Zhenlun continues his study and focuses on the theoretical research and comment moderation of local chronicles. In this section, on the one hand it summarizes his research results, on the other hand it sums up the new development and innovation in his local chronicles thought which have made a great contribution to the compilation of local chronicles after the founding of the new China. By doing this research, it is hoped that this could be helpful in giving some hints on the inheritance and development of new local chronicles. The fourth part is the conclusion of this research. In this part, it summarizes the academic achievements and academic standing of Fu Zhenlun, and fully affirms his significant influence to the compilation of local chronicles in contemporary China. For his great contributions, Fu Zhenlun is worthy of the master in local Chronicles.
