This paper investigate the formation of nominal "verb +noun" on the basis of nouns. The main body include four part.The first part of this paper we divide the related nouns into two subcategories: the attributive nouns and the thing nouns. The former can also be divided into two kinds of nouns according what they abstracted from, while the latter can be divided into normal nouns and special nouns according whether they refer just one object. In addition, this part simply discuss the reasons why the comparative nouns and special nouns can not have verbal modifier.The second part argued one information of nominal "verb + noun". Action attributive nouns have to select verbal modifier. These nouns abstracted from action can be called single-valenced nouns, for example "means". There is a great difference from thing attributive nouns that only by special verb can they express meanings. Furthermore, the complicate vertical relation between the verbal modifiers and the nouns can be found out through researching the lesical collocation of "V + N action character"- It would be ambiguity construction when its verbal modifier can be its valent constituent as well as not be its valent constituent, for instance, "the means of selection" etc. At the meantime, the transitivity of verbs also have effects on the meaning of the structures. That is to say, that transitive verb must have ellipsised its object when it modify a noun directly, and the ellipsised one can be find out in context.The third part argue the other formation of nominal "verb + noun" that the things refered by thing nouns need verbal constituents to express their use and function, etc. This is also the function of verbs themselves. As a result, verbal modifier is very important. It is also be found that there are many common aspects between modifier and extinct words. Some extinct words just are contracted forms of verbal structures which often used as modifier, and by this way had their grammatical function specified, for example "managed by country" and "inherented from forfather" etc. In addition, we use the theory of cognitive linguistic to investigate the location of verbal modifier and the order of two verbal modifier when they co-occurrence. And it can be found that verbal modifier aways located after other modifiers, and the verbal modifier expressed use are usually after the one expressed function when they co-occurrence.The forth part we discussed the relation between verbal modifier and syllableon the base of the two former points. At last, the word-formation of "V + N" compounds be used to enforce the two main points of this paper.The main conclusion of this paper is that nominal "verb +noun" are formed by lexical sellection between nouns and verbs. There are two kinds of situation rnouns which express action attributes must have verbal modifier to specify their meaning, and normal thing noun need verbal structure to express its use and function. Furthermore, the formation of nominal "verb+noun" has also be restricted by rhythm and syllable.
