On The Construction Of The Administrative Ethics System

Jiang Zemin put forward running the country by combining the rule of law with the rule of virtue. The morality of government functionary is very important. It is necessary to make the administrative ethics system to cultivate excellent morality of government functionary. The author analyzes the principles and main aims of the construction of the administrative ethics system. In this paper, the system of the administration ethics includes three aspects: the standards and law, the administrative organization and supervision. About the lawmaking, we should use the experience of other countries for reference; we still need pay close attention to the reality. The author suggests the administrative organization of administrative ethics system should be in our personnel department and its main duty is: formulate standards and law of administrative ethics and educate the administrative personnel etc. In the supervision, the author analyzes the current administrative supervision system and assumes the supervision of law and standards of administrative ethics. At last, the author puts forward the social advantages for the construction of administrative ethics system.
