The ultimate goal of learning a foreign language is to communicate in that language. However, an individual's ability to communicate effectively is not solely dependent on his or her grammatical competence, rather it also includes the non-native speaker's ability to use the language appropriately in different situations, depending on factors such as setting, context and the relationship between speakers-that's called pragmatic competence.This thesis attempts to investigate the pragmatic competence of Chinese college English learners by conducting two surveys: 1) Multiple choice questionnaire-to investigate the subjects' general pragmatic competence 2) Discourse Completion Task-to investigate and compare the learners' speech acts strategies with native speakers. According to the statistical analysis of the data, there is little evidence of improvement across the two groups of EFL learners randomly selected from first year and third year non-English majors in Dalian Maritime University, and there is a lot of difference between the strategy use of the NSs and NNSs. This result indicates that grammatical competence does not guarantee pragmatic competence and there should be some improvement in college English teaching. Since PC can be divided into pragmalinguistic competence and sociopragmatic competence, the relavant teaching should start from these two angles. For example, pragmalinguistic principles can be incorporated into the teaching of discourse, grammar and vocabulary and sociopragmatic development can be realized through culture teaching and learning.
