As important parts of China in history, Gansu, Ningxia and Qinghai once created splendid civilization and achieved great developments due to good natural conditions and the location of China's political center in northwest China. We can see the prosperous phenomena on the Silk Road, which was crowded with businessmen, tourists and commissions. The four flourishing metropolises, which gained the honor "HeXi Four counties" are Wuwei, Zhangye, Jiuquan and Dunhuang. But since the advent of Tang dynasty and Song dynasty, the prosperity of Gansu, Ningxia and Qinghai no longer existed because of the transfer of political center from west to east and economy cneter from north to south, and the deterioration of the natural conditions in Gansu, Ningxia and Qinghai. In comparison with with the region of southeast China, the development of Gansu, Ningxia and Qinghai evidently fell behind.Since modern times, especially after the Reform of the Late Qing Dynasty, Gansu, Ningxia and Qinghai also started their early modernization due to the effect of internal and external factors. With the emergence and initial development of modern economy, including the fields of modern farming and ranching, modern industry and commerce, modern traffic and communication, and so forth, the cities in Gansu, Ningxia and Qinghai accordingly achieved great development in the first half of the 20th century: the role of the cities diversified, the economic and the cultural roles were fortified. Although the cities in Gansu, Ningxia and Qinghai began their early modernization, the number was few, the size of the cities was small, the development level was low and the development speed was slow. Furthermore,the development of the cities during this course evidently showed the periodical characters.After the founding of the People's Republic of China, a large-scale modern construction has been carried out under the leadship of the CPC and government. Agriculture, industry, trafic and the teriary industry have obtained unprecedented development, which has brought Gansu, Ningxia and Qinghai the prosperity of the cities: the scale of the cities has been enlarging, the role has been diversifying and the space layout has been rationalizing. Affected by the country's policy, the development of the cities has showed the character, that they developed slowly before reform and opening up and developed fast after that. The medium-sized cities in Gansu, Ningxia and Qinghai have been formed and got much development along with certain characters. At the same time, these medium-sized cities have also been facing a series of difficulties and problems, such as the deterioration of the environment, the lack of development vigor, the scarcity of the skilled labor forces, and so on.At the turning point of the century, we should make the best use of the globlization of economy and the strategy of west development, adhere to the scientific viewpoint of development, and accelerate the development of Gansu, Ningxia and Qinghai in accordance with the "five balanced aspects" (balancing urdan and rural development, balancing development among regions, balancing economic and social development, balancing development of man and nature, and balancing domestic development and wider-opening to the outside world). We should form the city system with the diverse scale, the multiple roles and the rational constructure by developing the medium-sized cities in Gansu, Ningxia and Qinghai, and promote the harmonious development of Gansu, Ningxia and Qinghai through the cities' radiation and role models. Great importance should be attached to sustainable development so that we can meet people's needs of survival and development.
