The paper dealt mainly with how the New Fourth Army developed publicrelations during the War of Resistance Against Japan, from which modernpublic relations draw enlightenments by summarizing its historical functionsand the conducive reasons.As the subject of the public relations, the New Fourth Army developedfull-scale work, including concerning about its officers and men's life both onmaterial and spirit, giving special care to disabled soldiers and martyrs'familymembers, coordinating the leader connections, maintaining close ties with themasses and making friends widely. Besides these, the New Fourth Army gainedsupports from Japanese soldiers and foreign friends and overseas Chinese etc.by exerting efforts on international public relations.Public relations mentioned above brought historical functions into play, suchas strengthening the cohesion of the army, promoting its fighting ability,expanding its popularity and good reputation and optimizing the environmentof social inter-action and social psychology. There were several reasons thatcaused such functions, including the powerful lead of the Communist Party ofChina, the unified objects, the right choice of the media, the accurate hold ofthe opportunities and the successive victories. From the New Fourth Army'spublic relations, some experience and lessons can be drawn, which benefit boththe army and other subjects in modern public relations.
