The notions of instrumental and integrative motivation proposed by Gardner &. Lambert has been one of the most long-standing theories and has generated a substantial of studies in different parts of the world. However, most of the theories just studied the target language learning without specially pointing to specific areas. What is the proper and applicable type of motivation and how to treat the classification of motivation in China's English learning situation, is not so clear up to now. Furthermore, quite a large part of foreign language (FL) learners especially those adult and less English emphasized major learners claim that their only purposes are to pass examinations.Based on the existed popular theories of psychological and educational motivation, this paper adopted motivational questionnaire to make an investigation among a sample of 291 college English learners from TaiyuanUniversity of Technology in Shanxi Province, to study the type of motivational orientations here, in addition, to find the connection with the regional features, in particular, with the economy and culture. The paper, after analyzing the data in different perspectives and classifications, indicates that five type of factors exist in the learner' foreign language (FL) learning motivation: micro contextual factors, teachers influence; classmates influence; and parent influence; need; Attitudes and emotion. The results also show that, for the sampled students, Instrumental orientation, intrinsic orientation, are the main factors affecting the learners' English learning at present time. At the same time, quite a number of the learners show the problems: feeling foreign language (FL) boring, feeling English too difficult, and having the intention of revolutionizing their teachers.The purpose of the classroom strategies is to provide some outlining practical methods considering the solution to the present problems in teaching and learning regionally, in order to enforce and promote students' motivation while improving teachers' motivational sense and performance in everyday teaching. The suggestion means to produce a kind of encouragement for teachers to take up more theoretical and practical research in later course of teaching.
