Vocabulary teaching plays an important role in Teaching Chinese as a foreign language. But its status quo is bad. It is urgent to improve the methods of teaching. The paper studies the meaning system of The outline of the Graded Vocabulary for HSK (The outline of HSK for short) from the semantic angle and make a list of verbs in the The outline of HSK to help vocabulary teaching. The list follows mainly three principles as follows: the principle of sameness and opposition, the principle of correlation and the principle of theme. The process of drawing up the list has three main steps: first, the small groups are formed separately based on the sameness and opposition, and then the correlative groups are related to form bigger ones, finally a meaning frame are made to present the whole of meaning and the consecution of organization in the vocabulary. In the process of study, we can see that the meaning system of verbs in The outline of HSK is not perfect. There are three main reflections as follows: omitting, mixing and mischoosing. Have drawn up the list verbs in the The outline of HSK according to meaning, the paper attemps to apply the production to teaching. A plan for vocabulary teaching by phases is presented to induce an all-around project.
