From high school to college or university English learners, the phenomena of paying little attention to English listening and listening strategies has been very common in China, which results in most of the English learners' poor competence in listening.Language learning strategy is a hot research subject in Applied Linguistics over the past 30 years. Among those researches, most of them proved that language strategy training could improve foreign language learners' proficiency. As one aspect of language skills, listening should also be improved by listening strategy training.Based on O'Malley & Chamot's cognitive theory, the thesis, from the educational and psychological point of view, explores the topic that whether ELT program could improve college English majors' listening proficiency and general English proficiency. The subjects under study involve 40 college English majors from Hexi University. The instruments for the research include QELS, students' listening diaries, and 2 CETs-4. The training model of the study is based on Brown's A Systematic Approach to Program Development. The thesis consists of six parts: introduction, literature review, theoretical foundation and model of the study, the study, findings and, conclusion and implications.An important implication, we believe, is that English listening teachers should have a better understanding of the training of strategy use. The appropriate use of listening strategies not only promotes learners' language listening effectiveness, but also can be transferred to the learning of other subjects, and learning in general, so the learners can develop toward the attainment of the abilities of life-long learning. It is important to improve language learners' meta-cognition and to train their strategy use in order to use learning strategy more appropriately and effectively.
