In the 16th and 17th century, Western Europe social transition from traditional societies to modern times, At this stage, the Western Europe social structures have undergone large changes. Christianity as the core of Western civilization, It also have been dramatic changes. Especially medieval Western European countries, Because of both the dominant in the spirit and political dominant in the Christian churches of Rome, religion is in fact political beliefs. Religious wars and persecution made religious tolerance, It has become a modern country effective strategy to address religious issues, and ultimately established by the Constitution. Religious tolerance is the beginning of modern democracy and freedom, Understanding of the development of religious toleration,which can help us better understand the Western system of democracy and freedom.So what is tolerance? What is the religious tolerance? How is it development? Currently, the history of Western scholars had have a number of research studies on this issue, yet it has not aroused attention of scholars in our country. This aiticle is based on the researches of the Western scholars and others information, trying to simply describe the development of religious toleration in 16th and 17th century Western Europe and making my own judgement on these questions. Religious toleration is formed by various social forces. It produced in the Renaissance period, and still developed though experiencing setbacks in the Reformation. To the 17 century, Finally, religious toleration be agreed to by the community as part of the state constitution, and benefited for the nation-state formation, unity and solidarity in Western Europe.
