Reading is one kind of understanding, it causes the significance connection between readers and the historical text, and reading teaching is the activity of information exchange and communication between the teachers and students about the text reading. Therefore, the reading teaching, which is one kind of understanding activity, is carried on between the teacher and students about text understanding. Gadamer said that, any true understanding is dialogue in essentially. So as an understanding activity, reading teaching moves towards "the dialogue" inevitably. The new curriculum standard also has pointed out that the reading teaching is a dialogue process among the student, the teacher and the text. The reading teaching, which is one kind of dialogue teaching, is the multiple dialogue process between the teacher and the text, the student and the text, the student and the student, the teacher and the students. Therefore, elaborating the new idea of the reading dialogue teaching and discussing reading dialogue teaching strategy has the vital significance to deepen the recognition of the new curriculum standard and promote the development of language reading teaching. This paper is divided into three chapters, tries hard to solve three problems: "Why reading is dialogue", "what reading dialogue is", "how to carry out reading dialogue".The first chapter takes the philosophy explanation study as the rationale, analyzes that as an understanding activity reading is one kind of dialogue activity. The reasons are as follows: The understanding must occur in and by the language, so the language is medium of the understanding, and the reason is that the understanding object takes the language as the foundation and the understanding practice takes the language as the premise; The language has the vitality only entering the contact condition that is the dialogue condition, so the dialogue is the source of language, the true understanding requires that the reader and the text (author) carries on the thorough exchange and dialogue through language; Reading is the process that the reader sight and the text (author) sight fuses mutually, namely reading is the dialogue process between the reader and the text. In addition, the fourth section of the first chapter elaborates the significance view of the philosophy explanation study: Because of the existence of "foresight", "time distance" interruption and the function of "effect history", the original intention of text is impossible to reappear by the reader, on the contrary, the text significance is obtained and enriched in the mutual contact between each time reader...
