The Ming Dynasty central authorities taking two garrisons namely Jiuxi, Yongding as a center, established its military defensive system in Li Zhou area. Both by Controlling such "Tusi" as Sangzhi, Yongshun, Paotsing, etc. in the western parts of Huguang Region, and by safeguarding the Prefecture & County region's administration security, this military defensive system has formed a relatively broad intermediate area between Tusi and Prefercture-County region. This is a special-natured pattern of local military management system.Since Qing Danasty, by changing border areas from the tribal chieftainship system to the standard Chinese bureaucratic system, with Counties taking Garrisons' place, The Central Government has made a 2nd significant transformation of its local management system in this area. Not only does the vicissitude of the local management system in Li Zhou Prefecture area have a typical significance in Ming & Qing Dynasties, but the military-civilian divergences as well as transformation of "Tuntian" (the land of garrison) management, (esp. in Qing Dynasty's Kang-xi, Yong-zheng eras) caused by this local management system also deserves careful study. This article, based on the discussion of the local management system vicissitude in Ming & Qing Dynasties , intends to make a further description of its garrisoned land & garrison combination in Qing Dynasty.This article is mainly divided into six sections in detail.The introduction explores the Wei-Suo system as well as its significance of the local management system transformation in Southwestern China. At the same time , it also introduces the three systems, namely the Wei-Suo, the Tutsi and the Prefecture-County as well as the vicissitude of their relationships between one and another, which are the main contents of China's Southwestern local management system transformation. Furthermore, as proposed in the introduction, the key task of this thesis, being centered on the Wei-Suo and its corresponding changes of Tuntian(stationing troops to open up wasteland) management, is about the vicissitude of Lizhou prefecture...
