Under the impact of"New-Art", nowadays in the Fine Art Academy teaching procedure emerges the problem of"margin of technique", that is, people thought the"art"is more important than"technique". Teachers don't know how to teach whereas students don't know how to paint, thus the common accepted standard on painting was missing. This searching paper analyses the functions of technique from the angle of the development of art both in west and east, with a period of the invention of oil painting to Renaissance to the merge of Impressionism. Oil painting has several significant leaps and converts since it is introduced to China, this is due to the great attention was attached to the means of technique through generations of great figures. Romanist painter Amold Bocklin once says, without the comprehension of technique and materials, we'll be slaves of technique for ever. On condition of all schools of thought overflowing the development of Chinese oil painting faces several problems. That is, how to solve the problem of not only basing on Chinese reality basing on the soil of nationality but also absorbing the foreign nutrition, what's more, it faces the challenge from versatile of art development across the globe. Then we can conclude that technique is more and more important in the field of oil painting. It is positive to attach important to technique, to study and comprehend the searching spirit of western artists, to improve our moral state, and change the opinion of neglecting the technique, to rebuild the value standard of oil painting.
