Nowadays, many developed countries are performing a reform of foreignlanguage education one after another, which is to improve people's foreignlanguage ability and to enhance their competition force. China has been themember of the WTO for more than five years, at the same time, graduatesthemselves are facing the higher needs of English ability, so are manycompanies. And developing the quality of vacational education has beenstressed in "the Eleventh Five-Year Plan", the present situation in Englishteaching, however, makes us quite anxious.How shall we do,then?This article tries to study the way to solve the problem. The survey is asthe follows:At first, this article states the background and necessity to performEnglish education reform in higher vocational technology colleges. Secondly,it makes definitions to several concepts. And then, the author explains hermain purposes as well as significance of writing this article. At last, the articletalks about its research methods and literature summary.In the second part, the article firstly studies the current reform trend offoreign language curriculum, its reform pattern in some developed countries(such as America, Japan) and some domestic universities as well as thelementary and high schools. Also, the author compares "The National EnglishStandard for Junior & Senior Middle School" with the "Instructional EssentialRequirement" for higher vocational technology colleges as well as the"Standards for Foreign Language Learning, Preparing for 21st Century" inUS. From this comparison and analysis, the author concludes that the "BasicRequest" has already fallen behind the request of our time. At last the articledisplays the current quality of English studies and the present teachingsituation, including English education model, its content, English teachers' level, fresh students' English condition, teaching facility and appraisal system.It aims to confirm the construction of"ECS" is quite imminent.The third part of the article studies the Rogerles humanism educationthoughts, competence-based education idea, the lifelong education idea andtheir inspiration to English education. The author takes these theories andideas as the theoretical basis of constructing the "ECS". Meanwhile thefeasibility of "ECS" from the point of view of our society and the technologyhas also been analyzed in this part.The fourth part is one of the key points of this article. It studies someproblems which possibly exist on the process of constructing the "ECS".Mainly, the author proposes some suggestions and countermeasures. Firstly,the author eagerly appeals for some national policies to support theconstruction of "ECS". Some relative government offices, companies andcolleges are required to cooperate well one another, thus the constructionwork of the "ECS" will be carried on smoothly.Secondly, the whole system ofthe "ECS" should have the professional characteristic and also conform toChina's national condition. Thirdly,the"ECS"must carry out the thoughts ofmodem humanism education on the basis of competence-based teaching andtraining idea.The fifth part is the other key of the article. The author presents atentative plan on the basis of the analysis and studies to the problems ofEnglish teaching in the front pages of this article. Taking the humanismteaching theory and competence-based teaching & training idea as a basis,combining author's years teaching experience and studies, and also refering tosome predecessors' experience, the author proposes her preliminary andconcrete plan, conluding its features, status, basic idea, a line of plan thinking,the gemeral goal and its details as well as suggestion of implementation. Through the research of the construction of "ECS", the article is for thepurpose of solving the problem from the root. The author tries to arouse somegovernment officials, who should pay close attention to the significance of topquality English teaching in higher vocatioanal technology colleges. It's hightime for us to take an action to improve the quality of English teaching fromthe source. From it, my study has theoretical meanning, along with somepractice value.English education in higher vocationa technology colleges is meeting abig challenge, also a good chance to get some improvement. I believe, ifpeople pay more attention to the quality of English education, the ability inusing English for the graduates can certainly obtain the comprehensiveenhancement.
