The development of globalization makes the education specialists realize the necessity and urgency to develop the bilingual education. Especially recent decade, our country has been quest for the practice of bilingual education that is hot point of education. But at the same time, domestic research about the gains or losses problem of developing bilingual education and bilingual education culture erosion problem comes to front. Now, in the world, the bilingual education exists with various different forms, all countries government adopt various measures to promote bilingual education. Quebec immersion model of bilingual education gains the extensive concerns and admirations, which is called "a revolution in the second language studying and teaching development".There are many reasons about the success of immersion model of bilingual education in Quebec. The first, Canada supports Quebec in policies and promulgates the bilingual education policy in the whole Canada, which not only make Quebec become the source of the immerse model of bilingual education, but also make Canada become the most successful country that carrying out bilingual education in the world. The second, the immersion model of bilingual education in Quebec is based on the research theories of the E.S and the psychologists, the model theory of the immersion model of bilingual education in Quebec is to establish a environment in which child can use two kinds of languages to duplicate the acquisition process of the second language. The third, in Quebec, the whole social milieu, the community environment and the humanities environments are all bilingual, having a promote function to the student's study. The fourth, Quebec has more abundant teachers' resources than other provinces, which provide assurance for the bilingual teaching. The fifth, student's parent's supports promote t he i mmersion mode o f b ilingual e ducation toexpand to the whole Canada. The last, the likeness of English and French is also one of the successful factors in Quebec.This paper consists of five parts: The first part is to define the concept of bilingual education and bilingual teaching, analyze the differences between them, and bring forward the concept of the Immersion Model of Bilingual Education and its characteristic. The second part analyzes the background of Immersion Model of Bilingual Education in Quebec, which include factors about geography, population environment, political, the cultural conflict and cultural policy, language lawmaking. The third part analyzes the target, mode, the course constitution, teachers troops condition of the immerse model of bilingual education in Quebec respectively. The fourth part introduces the output result and successful reasons of the immerse model of bilingual education in Quebec, and still analyzes the problems about it. In the third part, based on the foregoing, in view of bilingual education achievements and problems in China, the thesis sums up revelations in Quebec bilingual education, and brings forward the problems and suggestions that bilingual education should be applied and in our country.
