There has been many different opinions about whether the Ya Yue of Western Zhou Dynasty has "Shang Sheng" or "Shang Diao" between ancient scholars and current ones for a long time. The first person who put forward the opinion that the Ya Yue of Western Zhou Dynasty had no "Shang Sheng" was Zheng Xuan in Han Dynasty, Jia Gong Yan in Tang Dynasty still accepted and advocated Zheng Xuan's opinion. This opinion had an important impact on many latter scholars. Moreover, a lot of set bells have been excavated until now, the measuring dates of sound of them enable more people to believe the truth: the Ya Yue of Western Zhou Dynasty had no "Shang Sheng". However, the scholars in Qing Dynasty such as Sun Yi Rang, Kong Guang Sen, Li Guang Di and so on found the holes of this opinion, they thought that the Ya Yue of Western Zhou Dynasty did not have no "Shang Sheng" mode but "Shang Diao", and the current person Huang Xiang Peng also agreed with them. But, when touching upon the reason why set bells of Western Zhou Dynasty had no "Shang Sheng", most of them thought the reason should be attribute to political factors, and without others. In this dissertation, I will make a new explanation about "Shang Sheng" and "Shang Diao" according to the research results of senior scholars, and do it by sorting out history document again and availing the latest research results in Musical Archeology. Aside from these, I will also explain why set bells of Western Zhou Dynasty had no "Shang Sheng".
