China's Ministry of Education issued College English Curriculum Requirements in August, 2007, which promoted the further innovation of College English. As an instructive document, Curriculum Requirements prescribes the following six aspects: character and objective of College English, teaching requirements, course designing, teaching model, evaluation and teaching administration.Adopting Fairclough's three-dimensional approach and Halliday's three metafunctions of language in systemic functional grammar, the current study analyzes the views of language and language education of Curriculum Requirements. The ideology of the designers is identified by the analysis of transitivity, modality and thematization. Curriculum Requirements maintains the power relationship between participants.The analysis helps to deeply understand the content of Curriculum Requirements and to develop its instructive function. It also helps the participants to cooperate with each other and improve the quality of College English teaching.
