It was the Immigration Act of 1965 that became the turning point of the American immigration policy history. It banned the national origin quota system , and dealt out visas in the frame of east semi-sphere and west semi-sphere. Moreover , it finished the history that the number of the immigrants was not limited in the west semi-sphere. After the year of 1965 the origin of the American immigrants changed from Europe to Asia and Latin America .Since the legal immigration of the Mexican people to the USA was limited the undocumented Mexican immigrants rose drastically. I'm afraid that it became the main subject of the American immigration policies to deal with the problem of undocumented immigration after 1965.It was just in the middle of the 1980s that the problem of the undocumented immigration was concerned with widely by the society of the US . In order to deal with the problem of the undocumented immigration the American government passed the Immigration Reform and Control Act of 1986 .The main idea was to reduce the number of the undocumented Mexican immigrants and then solve the problem through the employer sanction ,the amnesty and strengthening control of the border .Nearly every undocumented Mexican immigrant was affected by the Immigration Policy of 1986 .According the act three million undocumented immigrants gained the legal status and the rate of the use of the public services of the Mexican immigrants was raised .What's more , the tendency of the Mexican immigrants to live in the USA permanently increased . However , the result was not what the Americans wanted . The number of the undocumented immigrants in the US soon recovered to the level of that before the Immigration Policy of 1986 was passed after temporary decline of the number. Not only did not it solve the problem of undocumented immigration , but also did it lead more Mexican immigrants to flow to the USA.The sentiment of opposing immigration in the USA really formed in the middle of the 1990s. The Americans said that the taxpayers of the USA were drained by the Mexican undocumented immigrants .It was in the circumstance of opposing immigration that the 187 Proposition was passed in California .It aimed to deprive the undocumented immigrants of the privilege of using the public services of California, such as medical care and education. Although it was proclaimed that the 187 Proposition was against the federal constitution , its provisions were really enacted in the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 , which was passed subsequently. The Mexican immigrants must live in the new sentiment of opposing immigration that formed surrounding the two acts though the effect of the acts were limited. What's more ,the new acts also made the rate of the naturalization of the Mexican immigrants rise.The immigration policy of the USA experienced two different completely stages with the election of President George .W .Bush and President Fox as the chance and the terrorist events of 9-11-01 as the turning point in the early twenty-first century . The election of Bush and Fox began a new era of the relations between the USA and Mexico and the American immigration policy about Mexican immigrants. The two presidents both thought that it was emergency to deal with the problem of illegal immigration .The important officials of the two governments visited each other consistently . They talked about the immigration policy actively and proposed some ideas , such as"legalization"and guest-worker program . The USA and Mexico get into the"honeymoon"of the foreign relations. When the terrorist attack events put out on September 11 , 2001, the negotiation about the problem of Mexican immigration during the whole summer stopped suddenly . The political circumstance of the USA changed completely that"homeland security"became the center of all events of the country .The USA subsequently passed three acts– the USA Patriot Act , the Enhanced Security and Visa Reform Act and the Homeland Security Act in order to control the immigrants and answer the terrorist threats . Since the illegal immigrants were still general and the number of the illegal aliens was rising steadily, the basic situation of immigration politics didn't change .The problem of American immigration was still that of illegal aliens , and still that of Mexican ones. It was a fact that the border of the USA was less secure at all .
