| In December 1920 the Soviet Eighth congress approved the Russian national electrification project. Lenin named it"the second party program". In his view, if a country with small-scale peasant economy which is relatively backward in economy and culture wants to carry out socialist construction, electrification must be realized. The electrification is the important material foundation of the socialist economic constructionThe second program of the Russian Communist Party (Bolshevik) is not simply about an electricity developing project. It refers to how an agricultural country backward in economy and culture establishes socialism. The author starts from the relatively backward condition of Russia both in economy and culture and proves that"the second program"of the communist party of Russia is correct and important in the background that there was great difference between the backwardness of Russia in economy and culture and the advanced science and technology of the world, and Russian people carried out a series of reforms in order to break away from its backwardness. The author reaches the conclusion that it is still of great significant value in modern times to attach importance to science and technology and take the socialist road under the guidance of advanced science and technology. The author believes that nowadays we should still pay attention to the power of science and technology and regard it as our direction and take a new industrialized road. |
