This paper discusses the measure that the government of North Song Dynasty took to relieve the victims of flood and the factors that led to it's implement successfully by the case of burst of Huang He in Shang Hu in the eighth year of Qing Li. It is the climatic change and human's factor that led to the continual flood in the early years of North Song Dynasty, Under the joint efforts of central authority and local officials, the flood in the eighth year of Qing Li had been harnessed effectively. It weakened the social conflict during the period of disaster at the largest extent and advanced the economic development on certain degree, it also ensured that social major organizations can operate smoothly, and realized the of social control's purpose.
