With the development of globalization, western countries especially Europe and North America pay more and more attention to foreign language education. In order to enhance people's capability of foreign language, governments established new standards in the new century. The article introduces three typical standards for foreign language proficiency. They are A Common European Framework of Reference for Languages: Learning, Teaching, Assessment by European Union, Standards for Foreign Language Learning in the 21st Century of U.S.A. and Chinese Language and Culture Nine-Year Program, Grade 4 To Grade 12 of Alberta, Canada. By getting an overview of the newest standards in the west, this paper tries to reveal the ideas of foreign language education underlying these standards. And furthermore the article discusses the newest definition and aim of foreign language education as well as the approaches of improving foreign language proficiency. After all the above research we can discover the future development of the standards for foreign language proficiency.There are new requirements of the standard for Chinese language proficiency in China because of the rapid development of global Chinese learning and the new policy of the office of Chinese language council international. The office puts forward the new standards in 2007, which is Chinese Language Proficiency Scales For Speakers of Other Languages, and did this standard suit the new situation? Compared with the old standard, The Standard for International Chinese Proficiency, which was published in 1980s, is there any development in the new standard? And compared with the standards of the west, what should we do to improve our new standard? To answer all the questions the article will make two comparisons, the one is between the new standard and the old one, the other is between the standards in China and the west. The analysis also takes the condition of China and the situation of the world into consideration. And finally this paper tries to find a way of establishing the standard for Chinese language proficiency.
