Vietnam is located in the heart of Southeast Asia and recapped the Pacific and the Indian Ocean maritime traffic fortress, having an important geo-political value. In addition, it possesses rich tin, oil, natural gas and other strategic materials. As a result, Vietnam had been or would have been a target of colonialist aggression. After world warâ…¡, with the expansion of the East-West Cold War and the breakdown of Sino-Soviet relations, the Soviet Union had increasingly emphasized the importance of the role of Vietnam. And it gave more and more concerns to the Vietnam in the Asia and Southeast Asian battlefield of the Cold War.Between 1961 and 1973, the Vietnamese people had persisted in a long-term and difficult war to resist the United States. It was an important turning point of the history of Vietnam. And it was also a significant event of the post-war history of international relations. As one of the world's major countries and the leader of the socialist camp, the Soviet Union's response to the Vietnam War was essential for the development and the result of the war. Basing on the latest declassified material of Soviet archival and using the results of previous studies, it is going to have a comprehensive, in-depth analysis and study of the Soviet Union's policy and its impacts to the Vietnam War in this paper. By this way, it can make the Soviet Union's policy to Vietnam War become systematic. Meanwhile it can also present useful things for the development of current international social. The paper contains three parts:In the first part, it was stating the history of the development of Vietnam before the Vietnam War's outbreak. At the same time it had made a general description of the relationship between the Soviet Union and the Vietnam during this period.In the second part, it discusses the formation and evolution of the Soviet Union's policy in detail. According to the Soviet Union's development and the international environment's changes, Soviet Union implemented different policies at different times. Between 1961 and 1964, the Soviet Union implemented a "no intervention" policy in order to avoid direct confrontation with the United States. By the end of 1964 to summer 1965, in order to restore influence in Southeast Asia and prompt the United States and Vietnam to come to peace talks, the Soviet Union made the initial adjustment of its policies, turning "no intervention" into"limited intervention". From 1965 to 1968, the Soviet Union made an adjustment again. It began to actively engage in the Vietnam War. On the one hand, the Soviet Union increased its assistance to North Vietnam. On the other hand, the Soviet Union launched the diplomatic coordination between the US and the Vietnam and ultimately brought them to the negotiating table. From 1968 to 1973, the Soviet Union stimulated by the ease between United States and China began to fully involve in the Vietnam War. It is the focus of this paper.In the third part, it analyses and sums up the consequences and impact of the Soviet Union's policy to the Vietnam War. Although the Soviet Union is not directly participating in the war, its policy also had influenced the Vietnam War's development process and the result. Meanwhile, it had an important impact on the development of international relations.
