The core of the Scientific Outlook on Development is human-oriented. Human-oriented has been emphasized as an important thought and a basic requirement since the 16th National Congress of the Communist Party of China (CPC). In resolution of the 17th National Congress of the CPC has claim "construction of the society accelerating which focus on improvement of people's living standard." From the report we can see the government take more care about the people. Datong book which written by Kang Youwei is embodies of the thought of humanist deeply and the care of people. The article divided into five parts, they are the early experience of Kang and the formation of Datong book, the thought of benevolence , evolution and equality of human rights, Kang's ideas of optimism and the hardships and the way to the Datong.From long ago, humanist thought has been expound both China and West philosophy. The Ancient Greek Philosophy, Modern Philosophy and Marxist philosophy are all explored the nature of human. The main aim and purpose of all ideas are human and respected for human's values. The idea "Become a King beginning from humanist" has existed in ancient China. Chinese traditional culture humanist and Confucian benevolence have the greatest impaction. And Kang was affect by Confucian and Mencius thought greatly. The idea of Datong first arouse by Confucian article "Book of Rites".The human-oriented thought of Datong book is related to Kang's personal experience greatly. It embodies the thought of benevolence, evolution and equality of human rights idea. Kang was affected by the Feudal Confucian thought and Western Technology and culture development fully. So his humanist was abundant. It inherited both the good parts of Chinese traditional culture and the Progress factors of Western ideology. It can be considered as the combination of the Eastern and Western ideologies. At the same time, He created his own opinions in criticized the disadvantages of Chinese feudal and the shortcoming of the Western industrial civilization..Buddhism's idea "human suffering" is affected Kang greatly. Hunting for happiness and giving up sorrows is the main topic of Datong Book. In Kang's opinion, the way to achieve Datong are deleting the "nine religious discipline", realizing the equality and freedom of human beings, great abundance of the Social material, full democracy inPolitic , making people live without physical oppression and Mental fetters and then make people reach complete freedom.
