The concept of "learner autonomy" has long been a hot issue in the field of foreign language teaching ever since its birth in the 1980s. "Learner autonomy" has it various definitions and all the studies have emphasized on the learning responsibility transference from teachers to students. "Learner autonomy" emphasizes on learner-centeredness for the development of the students' self-learning ability and the cultivation of independent learners. In order to identify the most appropriate ways of promoting learner autonomy, researchers at home and abroad did a lot of experiments. The results show that it is feasible to promote learner autonomy by monitoring the learners' learning process with the help of a series of measures and learning strategies training. This promising discovery seems to have shed some light on contemporary college English teaching and learning in China which aims at developing autonomous learners. College English Curriculum Requirements emphasizes the development of students' ability in listening and speaking. The fact that non-English majors' low level ability of English listening and speaking and a major challenge in the world foreign language teaching motivate the author to hypothesize that learners would develop learner autonomy for the improvement of their listening proficiency and their listening strategy use by listening to an English-teaching broadcasting program with the aid of an autonomous learning plan.Based on the theory of "learner autonomy", the author conducts an experiment to explore effective ways to promote learner autonomy on English listening learning to non-English majors. The qualitative and quantitative data analyses show that the autonomous learning plan is able to promote learner autonomy on listening comprehension and increase their English listening strategy use in college English learning. The learners in experimental group have positive attitudes toward the broadcasting program and the autonomous learning plan.
