School-based Curriculum Development (SBCD) has been known to the domain of education of China for a long time. However, the status of the development of SBCD is not optimistic. This paper looks at some cases of either conformity or individualism in the development of SBCD through a case study—developing school-based curriculum of listening and speaking by English movies.First the related books and papers are analysed by the method of document-studying, and then the author tells, analyses and studies the practice of developing school-based curriculum as a developer. Then the aim of the developing, the procedures of developing are shown as well as the outcome of it. The experience about episode and disc selection is stated, and it is exposed that the process of developing does not conform to the standard and the outcome is not satisfying. After that, the author analyses the reasons for the dissatisfaction of developing school-based curriculum by English movies.Then I try to propose some promising strategies to improve the effectiveness of the development based on the lessons learned from the cases. To this end, we should build up the system of training and that of school-based curriculum developing, and carry on the reform of school management.Due to the limited knowledge of theory, the strategies I suggest are not good enough. I will try to find the better answers in following learning and working.
