Thus the importance of the military is also not so prominent.Since Huntington "clash of civilizations" and Joseph Nye "soft power" concept are put forward, "culture", "Civilization", "clash of civilizations", "soft power", "Cultural security "and so on are well-known and popular increasingly, which impact on a country's internal affairs and foreign policy to a large extent. So many countries can't help considering cultural factors during the formulation of policies. Despite there are many reasons for drastic changes in Eastern Europe and the collapse of the Soviet Union, the West's "peaceful evolution" is a very important factor. In a sense, the Cold War is at the end of the victory of western cultural diplomacy. In today's society, the growing importance of culture highlights, and culture as a "force" plays an important role increasingly on the international stage and has become a more and more important contest of factors in the comprehensive national strength.
