The Otherness Analysis Of Bureaucracy's Communication System Between Zhenguan Period And Wuzetian Period Of Tang Dynasty

Through comparing the organic structure and operational mechanism of the different State Bureaucracy's Communication System in Zhenguan Period and Wuzetian Period of Tang Dynasty , this paper draws a conclusion: a complete, fluent and power-balanced State Bureaucracy's Communication System is the political foundation to achieve the feudal dynasties' enlightened politics and social stability. Meanwhile, the establishment of a stable and efficient Communication System is on the basis of regime legitimacy. On this point, we can easily find the basic differences of this system in the above two periods of Tang Dynasty. Lee Shimin, the second Emperor of Tang Dynasty, forced Emperor Gaozu (the founder of Tang Dynasty), Lee Yuan, to give place to him through the Palace Revolution. Using this way, Lee Shimin received the regime legitimacy promptly. While the process of Wuzetian's receiving power was slow and gradual. Its State Bureaucracy's Communication System was lack of stability, because its regime was lack of legitimacy.Many scholars make researches on the bureaucratic system of Tang Dynasty. But most of them just made a static approach of the establishment of bureaucracy and officials. When they are faced with the research of Golden Age of Zhenguan or Wuzhou regime, they usually get the conclusion simply according to Emperor Taizong's political character and Wuzetian's mental disposition. Therefore, they form the critically-acclaimed and divisive ideas just because they only rely on their subjective evaluation on the different emperors, ignoring the research value of the setup of State Bureaucracy.The writer of this paper uses the systematic approach to expound and prove the following point: the State Bureaucracy is a social control system and also a state administrative information communication system. The State Administrative Information Communication System, generally speaking, is a information communication system to carry out national management. But reminding of its function and purpose, it's an information communication system which can make the society maintain the vigor and vitality, balance and stable automatically.This paper tells that bureaucracy and administrative information communication system have homological characteristic. In other words, "three Privy Council and six ministry" "five royal institution and nine governmental department" "Dao government,province government,canton government,county government" are not only the bureaucracy organization from centre to localities, but also the institute of state administrative management and control, and also the State administrative information Communication System. The pyramidal bureaucracy grade system decided the direction and feedback of administrative information Communication.Meanwhile, each administrative institute is a complete organic structure, The guarantee for operating state administrative institute normally and unblocking administrative information Communication was built upon the systematic management. Our country is the cradle of ancient bureaucracy system of the world, it was perfected in Tang Dynasty, especially in Zhenguan Period. This paper analysed " Inspecting system","Auditing system", "Expostulation system " ,"Office for administrative affaires" , "Discussing & decision-making mechanism", "Officials' appointing and deposing system" "post system" and limited regius mechanism, etc. It systemized and legalized state governing in Zhenguan Period.Of course, State bureaucracy system didn't exist abstractly, it was composed of emperor & royal family, bureaucracy group and common people. One of the fundamental functions of State Bureaucracy was the interest distribution and balance of all strata under the grade system. Emperor Taizong emphasized the thoughts of the integration of monarch and lieges and policy of nurturing people in zhenguan period, Tang Dynasty. It offered the guarantee for the stability of state bureaucracy system and society. Complete system establishment, open policy guaranteed for all strata and Emperor Taizong's political attainment and character were essential elements.During Wuzetian Period, bureaucracy system and its operational mechanism were destroyed, while personal rights were captured and maintained , because regime was lack of legitimacy. Telling-on system replaced expostulation system, excruciator system replaced inspecting system, Officials-trying system replaced Officials' appointing and deposing system, system of formal prime minister replaced system of prime minister group, empress autarchy replaced regius mechanism, ect. Then, the difference between Wuzhou regime and Golden Age of Zhenguan was formed. The perfect bureaucracy system in early Tang Dynasty was destroyed in Wuzetian PeriodAnalyzing systematiacally the structure and function of bureaucracy system in early Tang Dynasty is the unique view of this paper, and is its academic value.
