With the speedy development of information technology, computer-assisted teaching has been widely used and popularized. the requirement for learning ability has been more and more stressed, the requirement for independent learning ability and collaborative learning ability has been lifted up to a new high. In the network, the wealthy resources, the various interactive modes, the up datedness of information and so on changed greatly the studying conception and modes of the learners, and the self-taught mode which takes a base on the network has already been putting on the top among all the methods and ways in the daily teaching activities. however, in the two net-work systems: net-working teaching system and self-study system which are now available in the college foreign language teaching field, many question are still unsolved and a lot of short-comings are still existing, which mainly show up in the following aspects: 1.the net-work foreign language teaching fell short of thorough theoretical guidance; 2.the net-work foreign language teaching lack of overall objective positioning; 3.the net-work foreign language teaching gets away from the essential needs of school teaching; 4.the designing of the teaching software does not meet the requirement of the foreign language teaching; 5. the executing of the net-work English teaching lacking of effective achievement assisting and evaluating systems etc.To implement the College English Curriculum Requirements set by the Ministry of Education, step up the reformation of college foreign language teaching, provide better learning environment for improving the language learners' independent learning and collaborative learning ability, this thesis probes into the questions raised above, forming a specific solution. First of all, this paper analyzed the currently available common mode like net-work independent learning, collaborative learning, net-work teaching and so on, proposed a RISCPA mode instructive theory on the base of the theories of independent learning, collaborative learning, "double-body" teaching mode and constructivist learning theory. Then, base on the RISCPA, an independent foreign language learning platform was designed. It owns five roles and five systems related to them. There are resources center, Curriculum development system, collaborative communication and problem-solving system, Bi-directional evaluation system etc. including in. Finally, set up a foreign language learning platform by applying the most popular J2EE+Oracle technology.
