Although there are many problems in Qingdao English tutor market, such as, the high price, the bad quality, unformed, and so on, the market actually expands day by day. The English tutors, the expense on the English tutoring and the family education intermediary organization have been increasing sharply. There are various reasons for this phenomenon. Among these reasons, three of them as following are very important. The students pursue high scores in the examinations; the parents of the students could not gain the feedback on the students scores, and the English teacher confuses the concepts of formative evaluation and summative evaluation. The teachers misunderstand the concept of formative evaluation. In their opinion, they firstly quantify the students'classroom performance, the scores of examinations, and the practice, and so on, and then, they reserve these quantifications in the form of file and only provide a total score at the end of the semester. But during the process of evaluating the students, the English training organization pay great attention to analysis of the examination, the establishment of file, and feed back momentarily. To certain extent, these measures of English training organization alleviated the anxious of parents and satisfied the desire of them to adjust the unbalanced in educational resources spontaneously.The factors, such as the unbalancing educational resources, the school only pursuing education quality, the teachers lacking the teaching arts, the English tutor market requiring supervision law, and the parents following the crowd to seek better performance, influence the development of Qingdao tutor market. Based on the literature review, with teaching practice, observing interview and questionnaire survey, This article seeks for the conjunction of educating need and Qingdao tutor market to explore the feasible suggestions for the English teaching in elementary and middle schools, and to explore the methods to improve the effects of English teaching.The main innovation includes the concept of English tutor and its characteristics, proposing the concept of interactive English teaching, constructing the educational model between schools and the tutor market, discussing the concreting teaching strategies, and so on.
