Network education platform is the technological base of implementing online education, it is also the support platform of carrying out modern remote education based on Internet. The network education provides support facility for both learners and teachers in the remote education. The use of network education platform makes up the shortage of traditional education model, satisfies the demand of learners during their learning. Network education realizes the integration and sharing of instructional resources in the maximum range, enhances the connection and communication between learners and teachers, and effectively increases the quality of instruction. So the implementation of our research based on network education platform, it is of great value and meaning. The network education platform of our research includes the measurement of the cognitive level of students module, personalized recommendation module and online testing module. The major work I do is in the measurement of the cognitive level of students, use parameters estimation arithmetic in the Item Response Theory, and work out the cognitive level of students.The major chapters and sections of this essay mainly illustrate the design and implement of the measurement of the cognitive level of students module in the network education platform. The design section includes the design of general architecture, the choice of development environment, and the relationship between the measurement of the cognitive level of students module and the general architecture. The implement section uses the Item Response Theory, which according the students' response of items to estimate the cognitive level value. This essay mainly discusses the parameter estimate methods of 3 Parameter Logistic module, and uses the parameters estimation arithmetic, through Newton-Raphson method to estimate the cognitive level value of students.First, this network education platform uses the measurement of the cognitive level of students module to get the cognitive value of students, then pass this value to the personalized recommendation module, according to this value, the personalized recommendation module can recommend knowledge the student will learn. After learning, student can have test online. This network education platform can satisfy the needs of learners, as well as recommend knowledge according to different student. So it is a systematic platform, which differs from usual instruction platform.
